I think you need to use normal attacks, I kept using skills, then when I killed one with normal attacks I got it.

wow I got it on the first kill

i got it at 18 kills

Woah this is frustratin it took me 2 hours to find one and even then i barely saw it so a little advice either take everything or look very carefully

Lol I fought for 3mins in the tower at skycraper 3 and i got it o.o

so in a nut shell I have to kill the penguins that have the helmets to get Pepe's Helmet?  Good God I then could have had it a long time ago, it's just that I keep getting the broken helmets.

I eventually found my helmet after leveling 5 times and then realizing that i forfeited the quest the previous day.

You got to enter the tower in the Skyscraper 3 and kill the helmet penguins to find the item. It took me around 6 kills to get it so gl

It takes about 500 to get one

i just found this from a helmet pepe

They are supposed to drop it. But it is kind of rare.

I just was told - If you kill the Helmet Pepes long enough, you'll find it, cause it's a quest item...
