i went to ariant and looked for that guy who has the quest "Learning the culture of Ariant" but when i saw him, i didnt have the quest. is there some kind of level limit to it?

U first need to do the quest "Learning the culture of Ariant".

then u can buy a pass from Tigun(infront of the palace)
