For those who are asking, you get this Helm, along with ~5,000 EXP from the quest Catch Valefor!, which is available at Lv. 18-40 for Thieves only.

Talk To Thief Instructor Dark Lord At Level 21 i believe to do the Catch Valefor Quest After You kill Valefor go back to dark lord and turn in quest then ya got da hat
