After the Chaos Update, Item Maker NPCs don't make the items anymore. Now, at Lv. 30, you have to get a Profession of Mining and Crafting to make the Work Gloves, but now you need 15 Leather instead of 10. I got a Work Glove w/ Hidden Potential from a Red Snail.

you can get them from JM of the streets if you bring him 15 leather and 5k

and you can do it as many times as you like
