    at the top of east rocky mountain V, standing there and change some channel until find it!!!

    just go through east rocky mountain 5 through some different channels and you will eventually find him

    It's there, just that you gotta wait till it spawns, it won't always spawn, there's a spawn time for these kinds of bosses, I believe it's around 30-45 min's to respawn.
